§ 72.42. STORAGE AND PARKING OF TRAILERS, BOATS, RECREATIONAL VEHICLES AND COMMERCIAL VEHICLES.

  • Commercial vehicles, boats, and trailers of all types, including travel, camping, hauling, boat, any nonmotorized vehicle capable of being towed, and/or mobile homes shall not be parked or stored on any parcel occupied by a residential dwelling, or on any parcel in any residential district, except in accordance with the following provisions:
    (A) No commercial vehicle, boat, trailer of any type, including travel, camping, hauling, boat, or any nonmotorized vehicle capable of being towed shall be allowed to park on private property, except in conformity with the following conditions:
    (1) Shall not be parked as to obstruct all or any part of any public sidewalk.
    (2) Shall not obstruct pedestrian traffic.
    (3) Shall not obstruct the view of any traffic control sign or device.
    (4) Shall be maintained in a clean and neat appearance.
    (5) Shall at all times have tires properly inflated to their manufacturer's recommended PSI.
    (6) Shall not be stored in any manner that results in the accumulation of debris, trash, or other material on, around, beside, or under said unit.
    (7) Commercial vehicles, boats, campers and trailers of all types, including travel, camping, hauling, and boat, as well as any non-motorized vehicle capable of being towed and/or any mobile home shall be validly licensed and/or registered (if applicable).
    (8) Notwithstanding anything contained herein, a commercial vehicle, boat, camper, trailer of all types, including travel, camping, hauling, and boat, as well as any nonmotorized vehicle capable of being towed and/or any mobile home shall not be allowed to stop, stand, or be parked, so as to encroach into any easement without first applying for an encroachment agreement through the Greenfield Department of Planning and Engineering and said encroachment agreement being issued by the Greenfield Board of Public Works and Safety.
    (B) No more than one vehicle whose gross weight exceeds 10,000 pounds of the following: commercial vehicle, trailer, boat, recreational vehicle, camper or other items meeting the descriptions provided herein shall be parked or located on any parcel.
    (C) Commercial vehicles, boats, campers, and trailers of all types, including travel, camping, hauling, boat, recreational vehicle, any non-motorized vehicle capable of being towed, and/or mobile home shall not be parked on any residential street or within two feet of the sidewalk, street or public right-of-way.
    (D) Commercial vehicles, boats, campers, and trailers of all types, including, travel, camping, hauling, boat, recreational vehicle, any non-motorized vehicle capable of being towed and mobile home shall be parked on a hard surface of a uniform nature that encompasses the entire length and width of the vehicle/boat/camper/trailer at issue and shall not be parked on grass or surface composed of other plant material.
    (E) For the purposes of this ordinance, wherever used, the term commercial vehicle shall exclude standard sized passenger vehicles, including, but not limited to, automobiles, passenger-side delivery vehicles, vans, sport-utility vehicles, and pickup trucks, any of which may include the logo of a commercial business painted or applied to the vehicle; however, no such vehicle shall be allowed if it is used for hauling explosives, gasoline, chemicals, or liquefied petroleum products.
    (F) A mobile home shall be parked or stored only in a mobile home park, sales lot, or trailer storage area which is in conformity with the ordinances of the City of Greenfield.
    (G) Not more than one camper, travel trailer, or recreational vehicle, which shall not exceed 32 feet in length or eight feet in width, may be parked on any parcel, subject to the terms and conditions set forth hereinabove.
    (H) A camper, travel trailer, or recreational vehicle may be occupied by guests for sleeping purposes only, while it is parked or stored on any residential parcel or lot subject to the terms set forth hereinabove, for a period not to exceed seven days within any 30 consecutive calendar days.
    (I) Not more than one boat, boat trailer, jet ski or jet ski trailer, which does not exceed 32 feet in length or eight feet in width may be parked on any residential lot or parcel.
    (J) Not more than one utility or hauling trailer not to exceed 18 feet in length, eight in width, or nine feet in height shall, subject to the provisions set forth herein, may be parked on any residential lot or parcel.
    (K) Nothing contained herein is intended to supersede any bylaws, covenants, rules or regulations associated with any subdivision or any homeowners association associated with any subdivision within the city.
